CLIN 3, Systems Engineer – Expert

Work Description: This Systems Engineer position is responsible for technical oversight and
coordination of the design, development, and implementation of complex systems, ensuring they meet
user needs and requirements. System Engineer plays a crucial role on the project team by working
closely with stakeholders, users, project managers, and technical teams to ensure that the system meets
the requirements and is delivered on time and within budget.

General Job responsibilities include:
• Ability to ensure requirements traceability throughout a project lifecycle and ensure that
requirements are well constructed, bounded, verifiable, and are properly validated with
stakeholders
• Ability to logically and systematically convert customer or product requirements to high-level
system requirements. Use those requirements to estimate the schedule, cost, and resources
required to do the work
• Ability to fully perform tasks requires the collecting, compiling, evaluating, and publishing of
information and statistical data
• Ability to convey technical information to non-technical individuals
• Strong oral and written communication and interpersonal skills
• Complex Problem Solving – Identifying complex problems and reviewing related information to
develop and evaluate options and implement solutions

Key responsibilities include:
• Requirements Generation and Traceability: Eliciting, analyzing, and documenting user
requirements, and defining and decomposing system requirements down to design specifications
to ensure that the final product meets the user’s needs
• Testing and Verification and Validation: Ensuring that system testing verifies the system meets
requirements and satisfies the needs of the user and/or primary stakeholder.
• Interface and Integration: Develops standards and coordinates the integration of the system
across multiple disciplines and with existing systems. This may include the development of a
concept of operations and specific, non-functional requirements to ensure the system can be
efficiently operated and maintained. It may also entail coordinating between technical and nontechnical teams working on different aspects of the system.
• Trade Studies: Conducting analyses to evaluate different design options, assessing their
feasibility, and recommending the best approach based on factors such as performance, cost,
schedule, and risk
• Project Definition and Outcomes: Defining the project outcomes, system architecture, identifying
key performance parameters, and assisting a project manager to estimate the schedule, cost,
and resources necessary to successfully develop, acquire, and implement the system

Qualifications:
• Degree (or equivalent experience) in Computer Science, Information Systems, Engineering,
Business, or a scientific or technical discipline
• Analytical and conceptual skills; ability to create original concepts/theories for various projects
• Technology Design – Adapting equipment and technology to serve user needs
• Ability to logically and systematically convert customer or product requirements into total systems
solutions that acknowledge technical, schedule, and cost constraints
• Ability to analyze and study complex system requirements, for example:
• Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements
allocation, and interface definition studies to translate customer requirements into hardware and
software specifications
• Apply the concept of operations set of disciplines for the planning, analysis, design, and
construction of information systems across a major sector of the organization• Knowledge of the practical application of engineering science and technology
• Experience with activity and data modeling, transaction flow analysis, internal control and risk
analysis, and modern business methods and performance measurement techniques

Desired Qualifications:
• Ability to work in a dynamic and challenging environment
• Ability to coordinate with engineers, systems analysts, programmers, technicians, scientists, and
top-level managers in the coordination and planning of programs
• Ability to apply critical thinking to identify strengths and weaknesses of alternative solutions,
conclusions, or approaches to problems
